1、1002-Guide to Applying for Short-term Foreigners Work Permit in Guangzhou.Foreigners planning to work for a short term (90 days or less) in Guangzhou shall apply for Foreigners Work Permit (90 days or less). High-end foreign experts may apply for Invitation Letter for Foreign Experts. The procedures

2、 are as follow:I. Applicable Scope(I) Foreigners entering Chinese borders for short-term job tasks refer to those who, for the following reasons, stay within Chinese borders for no more than 90 days:1. To complete technical, science research, management, advisory jobs, etc. with their partner within

3、 Chinese borders;2. To conduct training at sports institutions within Chinese borders (including coaches and athletes);3. Photographing (including advertisements, documentaries); 4. Modelling (car model, print ads);(II) The following circumstances shall not be deemed as short-term job tasks:1. To pr

4、ovide maintenance, installation, testing, dismantling, advisory and training services upon purchasing equipments.22. To provide advisory services, supervise or conduct inspections on contract granted projects within Chinese borders; 3. To be assigned to complete short-term tasks in branches, subsidi

5、aries and representative offices within Chinese borders;4. To participate in sports events (including athletes, coaches, team doctors, assistants and other related personnel. However, according to the international sports organizations, cases in which a person entering the Chinese borders with regis

6、tration card approved by competent departments of China are excluded);5. Volunteers who receive no payment for their work or paid by foreign organizations;II. Procedures (entirely completed online)1. Online application. The employer shall submit the application in the Service System for Foreigners W

7、orking in China (select Applying for FWP (90 days or less) or Apply for Invitation Letter for Foreign Experts on the left list of the home page).2. Online pre-screen and acceptance. The accepting agency shall pre-screen and accept the application of the employer and inform the employer of the result

8、 online within 5 working days from the date of submission (exclusive).3. Review. The deciding agency shall review the application materials 3and make a decision within 5 working days from the date of acceptance. There is no need to submit materials in paper form for verification.4. Decision. For an

9、approved application, an administrative permission shall be granted. For those applying for FWP Notice, the Notice shall be automatically generated in the System and exchanged to foreign affairs departments (Chinese diplomatic and consular missions in foreign countries) via the System. The employer

10、may print the Notice from the System and send it to the applicant. For those applying for Invitation Letter for Foreign Experts, the Letter shall be ready for collection with the accepting agency upon the approval, signature and seal of the deciding agency. Reminder: With the printout of Notice and

11、other required documents, the applicants may apply for Z or F visa from Chinese diplomatic and consular missions in foreign countries. .III. 16、tic and consular missions in foreign countries or foreign diplomatic and consular missions in China. The employer shall re-submit the document if the translated version is in serious discrepancy with the original copy. 2.For applying for Invitation Letter for Foreign Expert, the employer needs to su

17、bmit 5supporting documents to prove the eligibility of the applicant. 3. When a specialized service agency is entrusted, the employers Power of Attorney shall be submitted to clearly state the authorized agency, the authorized person and the authorized scope, as well as the ID number and the contact

18、 number of the authorized person. The authorization is made case-by-case basis and one person shall be authorized with only one case. The specialized service agency should be registered in the System. Notes:1. With FWP Notice (90 days or less), the applicant may work for more than one employer and a

19、ll the working places should be indicated for application. 2. The applicant should work within the approved duration and it is prohibited to extend the duration.3. Applicants with Z visa who stay for no more than 30 days do not need to apply for resident card for working; those who stay for more tha

20、n 30 days (included) shall apply for resident card for working.4. Where pre-approval by competent authorities of a certain industry or professional qualification is required by the Chinese laws and regulations, such pre-approval document by competent authorities or certificate of qualification shoul

21、d be provided.IV. Applicability of Invitation Letter for Foreign ExpertsFor foreign experts meeting the standards of High-end Foreign Talents (Category A) or the requirements in Notice on Further Improving the Procedures for Applying for Short-term Work permits for foreign Experts (Wai Zhuan Fa (201

22、5) No. 176), they may apply for either Short-6term FWP or Invitation Letter for Foreign Experts. For those who are granted Invitation Letter for Foreign Experts and F visa, there is no need to apply for resident card for working. The application process and materials of the two documents are similar, but to apply for Invitation Letter for Foreign Experts，the applicant shall submit supporting documents to prove the eligibility of the applicant.
