7、gxi Province.Keywords: High-Speed Railway, The Internal Economic, The External Economic, Jiangxi Regional Economic.一、高速铁路建设的内外部经济研究目前，江西铁路运输能力严重不足。2013 年，江西铁路约占全国铁路总长度的 3.8%，但却负担着全国铁路 6%以上的旅客周转量和 2.3%左右的货物周转量。江西每万人拥有铁路 0.83 公里，铁路网密度 223.7 公里/万平方公里，是全国平均水平的两倍，10 年货运量达 17000 多万吨，已达到客货混用双线铁路运输能力的极限。1.1
8、 高速铁路的内部经济1.1.1 提高运输能力和经济效益江西高速铁路建成后，将从根本上改变江西通道运能紧张状况。届时，年输送旅客可达到 8000 余万人，形成一条快捷的大能力客运通道。同时，既有江西铁路的运输能力也将被释放，其单方向年货运能力达 1300 万吨以上。由于铁路行业具有规模效应，客、货运量的增长将降低铁路运输成本，提高铁路经营利润。在国外高速铁路的经济效益方面，占日本铁路营业里程 9%的日本新干线，年收入占铁路总收入的 2.5%。法国 TGV 东南高速铁路全线开通的第一年即实现盈余。 1991 年，TGV 东南线的客运收入为 50 亿法郎，纯利润高达 19.44 亿法郎。经过近 10

28、将会大幅度增加。(2)促进沿线第三产业的发展。高速铁路建成后，由于旅行时间大大缩短，会产生诱发客流。据预测，各地区间客流量的诱发率平均为 20%25%。旅客人次的增加，无疑会给沿线的餐饮业、商业、服务业等第三产业的发展带来机遇。(3)增加劳动就业机会。高速铁路对劳动就业机会的增加主要表现在：建设本身需要投入大量劳动力，其维护和运营也需要新增岗位与部门；因高速铁路的建成有助于传统经济和知识经济的发展，导致生产的增加，再加上第三产业和旅游业的发展，必然增大就业机会：高速铁路的运营可以改善旅行条件，节省旅行时间，提高地区的通达性，从而改善投资环境，吸引更多外资，创造更多就业机会。(4)有助于减小地区
29、间的经济发展差异。一个国家或者大范围的区域往往由于历史、地理、政治等原因形成不均衡的区域发展特征，全国性高速铁路网或跨区域的高速铁路可以使不同地区的核心城市连接更加紧密，从而促进经济交流、产业扩散，以及人员和技术的交流，为地区的发展做出贡献。高速铁路不仅能扩大运输能力、降低运输成本、节省旅行时间、促进区域经济发展，而且还能节约资源，减少运输活动对环境的破坏和污染。在法国TGV 高速线上，每旅客公里的单位能耗为 16g 石油当量，而目前许多飞机的平均单位能耗为每旅客公里 57g 石油当量，同时高速铁路的有害排放物比飞机要小得多。由此可见，高速铁路产生的社会效益是巨大的。IIEffect of h
