3、entertainment venues. All these factors impose restrictions on the construction of the security prevention and control system for entertainment venues. For this reason, public security departments can enhance the construction of the security prevention and control system in entertainment venues by c
4、learly recognizing the limits to the scope of entertainment venues for forming an overall security working system, establishing a system for the integration between security administration means and security service measures, and 2realizing an interactive security administration system, and construc
5、ting an overall security prevention and control system including “people, sites, things and events“ in entertainment venues. Thus, the values of Chinas Regulations on Administration of Entertainment Venues and Measures for the Public Security Administration of Entertainment Venues can be reflected.

7、 Ministry of Public Security in 2008. These provide legal protections for the standardized development of Chinas entertainment venues. However, in terms of the practices of security administration for entertainment venues in recent years, the administration efficiency of public security departments
8、is still not high in entertainment venues. Only a sound security prevention and control system is constructed, the administration efficiency of public security departments can be improved effectively in entertainment venues, 3practically protecting the orderly development of entertainment venues. 2
9、Current Situation of the Construction of the Security Prevention and Control System for Entertainment Venues In the construction of the social security protection and control system, multi-level prevention and control sub-systems are built by public security departments in accordance with service ob
10、jects or business range, and the construction of security protection and control system for entertainment venues is necessarily included. For example, one of the “Seven Nets“ of Security Prevention and Control improved by Ningbo public security departments is the prevention net for venues industry 2
11、; in the venues security prevention net constructed by Cixi Ningbo public security departments of Zhejiang, A, B and C grading model is standardized and implemented, and employees of all industrial venues become the objects of administration network in it, seriously preventing all kinds of illegal c
12、rimes 3; grading security administration will be implemented in all entertainment venues of Fujian province through a 100-point evaluation system, and a grading system will be automatically generated for security administration (A, B, and C grades) of entertainment venues 4. From the overall, howeve
13、r, 4mature security prevention and control systems have not been formed for all entertainment venues in specific implementation. Subjective and objective conditions for the construction of the security prevention and control system for entertainment venues are difficult to be integrated at present.
14、Thus, there are few successful cases for public security departments all over the country to construct mature security prevention and control system for entertainment venues. 3 Factors Restricting the Construction of the Security Prevention and Control System for Entertainment Venues The subjective
15、and objective factors, which impose restrictions on the construction of the security prevention and control system for entertainment venues, are still in existence. Therefore, it is highly necessary for public security departments to look squarely at these factors, and also scientifically construct
16、feasible security prevention and control system for entertainment venues with clear targets. 3.1 Ambiguous Limits to the Scope of Entertainment Venues According to Chinas Regulations on Administration of Entertainment Venues, entertainment venues refer to the places, which are open to the public and

Some policemen even think the cancel of administrative examination and approval system is equivalent to providing administration, and hence let the hidden troubles and occurring cases for entertainment venues drift 5. Under serious circumstances, the security administration for entertainment v
20、enues will be out of control, making entertainment venues frequent to have social evils happening. 3.3 Contradiction between the “Constraint Administration“ of Public Security Departments and the “Market Order“ Development of Entertainment Venues Owing to the habits formed by public security departm

Therefore, it is necessar

The “sites“ in entertainment venues refer to business location places, which should be known by public security departments in public security condition, geographical coordinat

The “things“ in entertainment venues refer to inside and outside facilities, for which public security departments should establish a registration and filing system to strictly prohibit improper configuration. The “events“ in entertainment venues refer to occurring cases.
40、In this aspect, public security departments should analyze the reasons why cases occur based on solid prevention, draw up a conclusion on the right handling experience, and also make solutions for preventing similar cases. From above analysis, the legal construction of the security prevention and co
