1、 1 摘自 科发际字 2009 26号 中国科学院 外国专家特聘 研究员 计划 管理办法 (试行) 第一章 总 则 第一条 为 有效实施 我院 外国专家特聘研究员资助 计划( CHINESE ACADEMY OF SCIENCES VISITING PROFESSORSHIP FOR SENIOR INTERNATIONAL SCIENTISTS) (简称“特聘研究员计划”, CAS VISITING PROFESSORSHIP)的管理,根据中国科学院人才培养引进系统工程实施意见和中国科学院 海外智力引进和人才国际交流培养计划实施 办法,制定本 办法 。 第二条 特聘研究员 计划 的宗旨是通过
2、 吸引外国优秀高级研究人员参与我院研究项目, 加强 与 国外国立 科研机构 、 大学 和企业 研究人员 的 合作,充分利用国际 智力资源, 提升我院 科技 创新能力 。 第三条 特聘研究员 计划适用于 正在或曾在 国外 著名 国立 科研机构 、 大学 或企业 工作、具有较深 学术造诣或 学术 发展潜力、 与院属相关单位 具有相同或相近 研究方向 、 有意 来我院从事 一定期限 合作研究工 作 的 优秀 高级 外籍 科学家。 第四条 特聘研究员计划 连续 资助期限为 2-12个月 。 资助期满后可根据工作需要申请延期。 第二章 组织 管理 第五条 中国科学院 人才工作领导 小组 负责指导和协调
3、特聘研究员 计划 的 管理与 实施 。 第六条 国际合作局 会同院机关相关部门 负责 特聘研究员 计划的宣传、征集 、评审、 报批等 管理 工作 ; 人事 教育局 负责 涉及 特聘研究员 的 人事、岗位等 管理 工作。 第七条 院属单位 (依托单位 ) 负责 特聘研究员 的日常管理 , 将特聘研究员 纳入本单位岗位管理范围 ,与其 签署聘用合同,提供必要工作条件 以及 办理签证、居留、保险等 方面的服务 。 第 三 章 项目 申 请 第八条 特聘研究员 计划 采取 我院依托 单位推荐 和 我院 国外合作伙伴机构推荐 两 种途径进行申 报 : 1.院属依托 单位推荐。 依托 单位根据 本单位 工
4、作需求和掌握的信息,提出推荐人 选。 2 2.国外合作伙伴 机构 推荐。由院制定 年度计划 , 商请 我院国外合作伙伴 机构 限额推荐。 第九条 特聘研究员 计划 推荐材料 每年 集中受理两次,受理日期分别为 3月 1-15 日和 9月 1-15 日。 第十条 申请 特聘研究员 计划 需 向国际合作局 提交 英文 申请 表 两份。 院属依托 单位推荐 需同时提交中文推荐表 两 份 。 第十一条 被推荐人 必须同时 符合 以下条件: 1.具有与中国建立外交关系的外国国籍 ; 2.具有博士学位; 3.在国外从事 科技 研 发 工作,并具有相当 副 教授级(含 副 教授)以上的专业技术职务 的优秀科
5、学家 ; 4.能够独立使用英文或中文正常开展工作; 5.遵守我国 的法律法规 及 我院 和 相关研究所的有关 规定。 第十二条 依托单位的合作者应具有高级专业技术职务或具有博士学位,正承担着重要研究项目,具备与特聘研究员开展合作的能力和条件。 第 四 章 项目评审 第十三条 特聘研究员 计划每年 评审两次, 安排在 3 月份和 9月份 ,由 国际合作局 会同院机关部门组织专家通讯评审 或 专家会议评审。 第十四条 特聘研究员 计划 的专家评审重点考虑以下四个方面的内容: 1.被推荐人 从事研究的经历及取得的成绩、进展; 2.被推荐人 拟开展研究工作的创新性、科学意义和发展潜力; 3.被推荐人
6、与合作者和 依托单位的合作情况 以 及 对依托单位研究工作可能 产生的影响 ; 4.依托单位承诺提供的工作和其他条件。 第十五条 特聘研究员 计划 的 专家 评审委员会由相关领域专家和管理专家组成 。 通讯评审至少有 3名同行专家参与评审;会议评审由国际合作局会同专业局分领域组织,评审专家一般为 9-11 人,赞成票必须超过到会专家人数的二分之一。 第十六条 专家评审结果报“中国科学院人才工作领导小组”审定。 3 第 五 章 项目 实施 第十七条 对于纳入资助计划的每位 特聘研究员 ,院 将 提供资助 40-50 万元 /年 ( 税前金额 , 按实际工作月数资助), 用于 其 工资 、生活补贴
7、和各类保险 费用 。其中,获得国外 教授(或相当职称 )的人员,资助金额为 50万元 /年 ,其他人员资助金额为 40万元 /年 。此外,提供经济舱位往返国际机票 1-2万元。 第十八条 对于如期实施的 特聘研究员 项目,院将及时向 依托单位下拨资助经费。 第十九条 获得 资助的 特聘研究员 , 需与依托单位签订聘用合同, 按照 我国 政策法规和合同规定 的 任务做好各项工作 ,并在 项目 结束 、回国之前 提交总结报告。 第二十条 院将统一制作 “中国科学院 特聘研究员 证书 ”,由依托单位代表 院 向获得资助的 特聘研究员 颁发 证书。 第二十一条 特聘研究员在院工作 期间取得的科研成果(
8、论文、专著、专利等)知识产权 归属 依托单位或 按照 其 与依托单位签署的合同办理, 应 注明“受中国科学 院 特聘研究员 计划资助,项目编号: ”( SUPPORTED BY CHINESE ACADEMY OF SCIENCES VISITING PROFESSORSHIP FOR SENIOR INTERNATIONAL SCIENTISTS. Grant No. ) 第二十二条 未能如期实施的项目可在年度内自主调整时间实施;年内没能实施的项目经批准后可延期 1个年度 实施 ;延期 1个年度仍不能 实施 的项目视为自动放弃。 第二十三条 在特聘研究员项目聘用合同结束时,依托单位要组织同行
9、专家听取其进展报告或采用通讯评议方式评估其工作 进展,并将评议情况报国际合作局备案。 第二十四条 项目如期实施、执行效果良好、希望 申请 延长 工作期限 的 特聘研究员 ,需在 资助期限 结束 1个月之前,由 依托单位提出申请,由国际合作局商院机关相关部门提出意见,报主管院领导审批 。 第 六 章 附 则 第二十五条 本办法由国际合作局 和人事教育局 负责解释。 第二十六条 本办法自发布之日起施行。 4 Regulations for Chinese Academy of Sciences Visiting Professorships for Senior International Sci
10、entists I. General Provisions Article 1 These regulations are made in accordance with the Chinese Academy of Sciences (CAS) “Package Program for Talent Training & Recruitment” and “Guidelines of the Chinese Academy of Sciences for the Implementation of the Program for Attracting Overseas Scientists
11、and Experts and Cultivating Talent through International Exchange”, to guide the implementation of the “CAS Visiting Professorships for Senior International Scientists” (hereinafter referred to as the “Visiting Professorships Program”). Article 2 The aim of the Visiting Professorships Program is to
12、enhance the science & technology innovation capacity of CAS institutes by inviting accomplished researchers from overseas to participate in research in CAS with the hope of strengthening the cooperation and exchange between CAS institutes and international research institutions and universities. Art
13、icle 3 The Visiting Professorships Program is for international scientists either currently or previously working in well-known universities, research institutes or multi-national corporations, who wish to develop an effective long-term collaborative relationship with the CAS. These scientists shoul
14、d have the same or similar research interests as their CAS collaborators. Article 4 The Visiting Professorships Program provides for visits of 2-12 months duration. Funding covers the personal expenses of the visiting international scientists (see Article 17). Such visits may be extended by agreemen
15、t (see Article 24). II. Management of the Program Article 5 The CAS Steering Committee on Talent Training and Recruitment is responsible for the supervision and coordination of the management of the Visiting Professorships Program. Article 6 The Bureau of International Cooperation, CAS, is responsib
16、le for publicity, calls for applications, the organization of assessments and reviews of applications, and the submission of recommendations for final approval, in consultation and cooperation with other relevant CAS bureaus. Article 7 CAS host institutes are responsible for the detailed management
17、of each visit, including employing and managing the visiting scientist under the host institutes regular employment and management procedures, the signing of an employment 5 contract, and the provision of working facilities and support services such as assistance with visa applications, local accomm
18、odation, and medical insurance. III. Application Procedure Article 8 There are two application routes for the Visiting Professorships Program. Applications may be submitted by a CAS host institute or by a designated international partner institution of the CAS. 1. Applications from host institutions
19、: a host institute may submit applications taking into account its needs and capacity and the level of its cooperation and communication with a given candidate. 2. Applications from foreign partner institutions: CAS will invite key international partner institutions to nominate potential visitors. A
20、rticle 9 Applications from CAS institutes and international partner institutions are to be submitted to the Bureau of International Cooperation, CAS, during two specific periods each year. The first round of applications is from March 1-15 and the second from September 1-15. Article 10 CAS institute
21、s are required to provide four copies of their application, two in English and two in Chinese, while international partner institutions are required to submit two copies of their application in English. All applications are to be submitted to the Bureau of International Cooperation, CAS. Article 11
22、Candidates for the Visiting Professorships Program must meet the following criteria: 1. Citizenship of a nation that has formal diplomatic relations with the Peoples Republic of China. 2. Hold a PhD degree, with academic standing as a Professor, Associate Professor or equivalent. 3. Good communicati
23、on skills in English or Chinese, able to communicate independently in their place of work. 4. Commitment to abide by the laws of the Peoples Republic of China and the relevant regulations of CAS and the host institute. Article 12 The collaborator within the host institute, preferably holding a PhD d
24、egree, should hold a senior research position, and be engaged in a major research program. He or she should have the capacity and working facilities to effectively conduct cooperative research with the visitor. IV. Selection Procedure Article 13 Selection procedures will take place twice annually, i
25、n March and September. The Bureau of International Cooperation, CAS, will coordinate this work in consultation and cooperation with other relevant CAS bureaus. Review and assessment of applications will be carried out using standard peer-review procedures and by consultation with panels of experts.
26、6 Article 14 The following factors will be given primary consideration in the assessment and review of applications: The candidates research experience, past performance, and recent progress. The originality, scientific significance and potential of the proposed research work with CAS. The existing
27、degree of collaboration between the candidate and the host institute, the likelihood that the visit will lead to further collaboration, and the likely impact of the visitors research on the work of the host institute. The capacity of the host institute to provide suitable research projects and worki
28、ng facilities, including supporting services. Article 15 Selection procedures will involve both scientific and administrative experts in related fields. Peer-review should involve at least three experts from the same field. Review consultations are to be organized by the Bureau of International Coop
29、eration, CAS, in conjunction with other relevant CAS bureaus. These consultations will normally require a panel of 9-11 experts, with approval of an application requiring the agreement of over 50 percent of the panel. Article 16 Results from the selection process will be submitted to the CAS Steerin
30、g Committee on Talent Training and Recruitment for final approval. V. Implementation of the Program Article 17 CAS will provide each recipient with a grant to cover the recipients salary, daily living allowance, and health insurance, from 400,000 to 500,000 RMB (pre-tax) per year, the exact amount b
31、eing determined according to the length of the visit and the academic level of the visitor. A recipient who is currently a professor or equivalent, including any who have received a world-class award such as a Nobel prize or equivalent, will receive up to 500,000 RMB a year. A recipient of lower aca
32、demic standing such as an associate professor or equivalent will receive up to 400,000 RMB a year. CAS will also provide a round-trip (economy-class) international airfare between the airport located nearest to the visitors home and that nearest to the host institute. Article 18 Funds will be made a
33、vailable in a timely manner for visits that are conducted according to agreed schedules. Article 19 Each recipient will sign a contract with the host institute at the onset of their Professorship, agreeing to perform duties and tasks according to the terms of the contract, and agreeing to submit a s
34、ummary report following completion of the Professorship. Article 20 A CAS Visiting Professorship certificate will be presented to each recipient by their host institute on behalf of CAS. Article 21 7 Intellectual property rights such as patents resulting from this Program shall belong to the host in
35、stitute if not otherwise specified in a pre-agreed contract. All other research achievements such as publications and books shall be clearly marked with the following acknowledgement: SUPPORTED BY THE CHINESE ACADEMY OF SCIENCES VISITING PROFESSORSHIPS FOR SENIOR INTERNATIONAL SCIENTISTS. 36、er: xxx. Article 22 Changes may be made to the timing of a visit: 1. The timing of any visits that cannot be conducted according to the agreed schedule can be adjusted within the same year without requiring additional approval. 2. Additional approval is required for any visits that are not implement
37、ed in the specified year. 3. Any visits that are not implemented in the specified year or in the extended period will be regarded as null and void. If the host institute and the international visitor wish to undertake the visit at a later date, a new application must be submitted for approval. Artic
38、le 23 The host institute is required to prepare a report in collaboration with the visitor on completion of each visit, and to submit the report to the Bureau of International Cooperation, CAS. Article 24 A visitor that has successfully completed the said visit and wishes to seek extended support ma
39、y apply for an extension through their host institute. The application should be submitted to the Bureau of International Cooperation, CAS, at least two months prior to the completion of each visit. VI. Supplementary Points Article 25 The Bureau of International Cooperation and the Bureau of Personnel & Education, CAS, are responsible for the interpretation of these regulations.
