1、1中国东盟博览会出入境检验检疫服务指南（二）三.入境参展物的报检管理 (一)参展物主要是指展品礼品及样品等,需由参展商或其代理人在入境时向口岸检验检疫机构申报,提交参展物清单及政府有关参展物的证明文件,提单/运单等,并注明是否销售 (二)入境口岸检验检疫机构根据参展物的性质,实施感观检查或检疫处理后,出具通关单或有关检验检疫证单 (三)参展物运达展出地点后由参展商或其代理人,向检验检疫现场办公室申请办理报检手续 (四)对非销售的展品可免予检验,涉及放射性检测的重金属矿石材产品等除外 (五)展品为动植物及其产品的,报检时必须附有输出国官方出具的动物检疫证书或植物检疫证书,属于需要办理检疫审批的,
2、还须提交国家质检总局或者广西出入境检验检疫局签发的中华人民共和国进境动植物检疫许可证,或农业林业部门签发的检疫审批单 (六)需要销售的预包装食品化妆品,报检时须提交国家质检总局签发的进出口食品标签审核证书或进出口化妆品标签审核证书,或者广西出入境检验检疫局签发的中国-东盟博览会参展预包装食品/化妆品标签审核专用证明 (七)展品为微生物生物制品和血液及其制品等特殊物品的,2报检时须持有广西出入境检验检疫局签发的入境特殊物品卫生检疫审批单 (八)来自欧盟的参展物使用木质包装的和来自美日韩的参展物使用针叶树包装的,在入境申报时须由参展商或代理人提供输出国官方出具的植物检疫证书,如无上述包装的,须分别
3、出具无木质和非针叶树包装声明 (九)为提高通关速度,参展商或其代理人可提前办理报检手续,参展物运抵入境口岸时,查验后凭通关单放行或转关 (十)参展物一律免收检验检疫除害处理和监管费用 四.我国对入境参展物品的有关规定(一)下列物品禁止入境 动植物病原体(包括菌种毒种等)害虫及其他有害生物;动物尸体土壤;动植物疫情流行的国家和地区的有关动植物动植物产品和其他检疫物,其目录可参阅国家质检总局在网站WWW.AQSIQ.GOV.CN 上动植物检疫栏目公布的禁止从动物疫情流行国家/地区输入的动物及其产品一览表和中华人民共和国进境植物检疫禁止进境物名录 (二)参展的动植物及其产品检疫审批的规定 1.以下参
4、展的动植物及其产品入境前由广西检验检疫局负责办理检疫审批手续 动物及其产品:(1)观赏鱼;(2)食用性动物产品;(3)蚕茧;未经加工的3养殖珍珠 植物及其产品:(1)果蔬类:新鲜水果番茄茄子辣椒果实:(2)粮谷类:大麦黑麦燕麦高梁等及其加工产品,如麦芽等:(3)豆类:绿豆豌豆赤豆蚕豆鹰嘴豆等:(4)薯类:马铃薯木薯甘薯等;(5)饲料类:麦麸 豆饼豆粕等 2.以下参展的植物种子种苗及其他繁殖材料,入境前由广西农业或林业行政主管部门审批 栽培或野生的可供繁殖的植物全株或部分,如植株苗木(含试管苗)果实种子砧木接穗插条叶片芽体块根块茎鳞茎球茎花粉细胞培养材料等 3.以下参展物不需要办理检疫审批手续
5、动物产品: 蓝湿 (干)皮已鞣制皮净洗羽绒洗净毛碳化毛条毛贝壳类水产品蜂产品蛋制品(不含鲜蛋)奶制品(鲜奶除外)熟制肉类产品(如香肠火腿肉类罐头使用高温炼制的动物油脂); 除上述以外的动物产品,向广西出入境检验检疫局申报,由国家质检总局检疫审批 4.需要检疫审批的参展物,参展商或其代理人在展品交付装运前至少4提前 7 个工作日,向广西出入境检验检疫局提出申请,申办时须提交参展物清单和我国政府有关参展证明文件因特殊情况未能事先办理审批手续的,在入境时可向广西出入境检验检疫局申请补办 (三)需要进行销售的预包装食品化妆品报检前需办理标签审核手续 申请标签审核需提交中国-东盟博览会进境参展预包装食品
6、/化妆品标签审核申请书展销品外文标签及其中文译文和中文标签样张各两份并在展品交付装运前,至少提前 7 个工作日,向广西出入境检验检疫局提出申请已取得国家质检总局签发的进出口食品/化妆品标签审核证书的展销品,不需要再办理标签审核手续(四)下列特殊物品报检前须办理卫生检疫审批手续 微生物生物制品血液及其制品人体组织等特殊物品 参展商或其代理人在展品交付装运前至少提前 7 个工作日,向广西出入境检验检疫局提出申请,申办时须提交我国政府省级以上主管部门签发的医用特殊物品准入境证明 (五)需要进行销售,而未获得“3C”强制性安全认证的下列展品须申报备案核准手续 电线电缆电路开关及保护或连接用电器装置低压
7、电器小功率电动机电动工具电焊机家用和类似用途设备音视频设备类信息技术设备5照明设备电信终端设备机动车辆及安全附件机动车辆轮胎安全玻璃农机产品乳胶制品医疗器械产品消防产品安全技术防范产品装饰装修产品无线局域网产品 有关详细产品目录和信息,可查阅网站 WWW.CNCA.GOV.CN,国家质检总局国家认监委 2001 年第 33 号2002 年 60 号公告2004 年 6 号62 号和国家认监委 2005 年 3 号公告等参展商或其代理人在展品交付装运前至少提前 7 个工作日,向广西出入境检验检疫局提出申请,由国家质检总局备案核准申报时须提供有关参展证明生产厂家产品合格证书及参展国官方检测机构出具
8、的安全检测合格证书申报的数量不应超出展览用途因特殊情况未能事先办理备案核准手续的,在入境时可向广西出入境检验检疫局申请补办 需要申报汽车产品的,由广西检验检疫局报告请示国家认监委,经同意后方可予以报检 3. Important Information for Inspection Declaration of the Entry Goods 3.1 The entry goods, including exhibits, gifts and samples, should be declared for inspection and quarantine by the participant
9、or its agent to the CIQ branch at the port of entry, 6and should be clarified if they would be offered for sale at/after the exhibition. 3.2 The CIQ branch at the entry port will carry out, according to the nature of the articles, sensory inspection or quarantine treatment, and will issue a Release
10、Notice or relative documents accordingly. 3.3 When the goods arrive at the site of exhibition, the participant or its agent should hand in its application form to on-the-spot office of CIQ for follow-up inspection and quarantine. 3.4 Exhibits that are not for sale will be exempt from inspection, wit
11、h the exception of heavy metals and stone materials that are subject to radioactive examination. 3.5 For the entry of animals and plants as well as their products, an official quarantine documentation of the exporting country or region should be provided, and a Certificate of Plant/Animal Quarantine
12、 Approval issued by AQSIQ or CIQ GUANGXI, or relative approval notice issued by the competent agricultural and forestry authority must be offered if the goods are subject to quarantine approval. 3.6 For prepackaged food and cosmetics ordered for sale at 7the Expo, a Certificate of Import-Export Food
13、 Labeling Verification or a Certificate of Import-Export Cosmetics Labeling Verification issued by AQSIQ, or, a Specific Certificate of Food/Cosmetics Labeling Verification for CAEXPO Exhibits issued by CIQ GUANGXI should be provided for the entry application for inspection. 3.7 For the entry of spe
14、cial stuffs such as biotic and its products, blood and its products, approval certificates from CIQ GUANGXI should be submitted. 3.8 For goods with wooden packing transferred from the European Union, and/or with coniferous wooden packing from the USA, Japan and Korea, an official Phytosanitary Certi
15、ficate issued by competent authority of the export country is required for entry declaration. If the goods are not packed with wooden materials, or with coniferous wooden materials, a Non-Wooden Packing Declaration or a Non-coniferous Wooden Packing Declaration should be provided. 3.9 To accelerate
16、the customs flow, a beforehand declaration is acceptable. As soon as the goods arrive at the entry port, they will be checked up and released for entry or transferred with the issuance of a Release Notice. 3.10 For all articles assigned for the Expo, neither 8inspection/quarantine or supervision fee
17、, nor sterilizing treatment expense will be charged. 4. Restriction on Articles Assigned for the Expo 4.1 The following articles are not allowed for entry: Zoopathogen and phytopathogen (including germs and virus); harmful insects and other harmful biotic; dead animal body; soil; animals and plants
18、as well as their products from epizootic countries and regions. The catalogue of such articles can be found on the column of Quarantine on Animals and Plants included on the website of AQSIQ at http:/. 4.2 Quarantine Approval for the Entry of Animals and Plants as well as their products 4.2.1 The fo
19、llowing animals and plants as well as their products are subject to quarantine approval for entry by CIQ GUANGXI before shipment: -Animals and the related products: a. Ornamental fish b. Edible products of animal origin c. Silkworm cocoon, raw pearls -Plants and their products: a. Fruit and vegetabl
20、es: fresh fruit, aubergines (eggplant), 9fruits of the genus Capsicum b. Cereals: barley, rye, oats, grain sorghum as well as their products of the milling industry such as malt etc. c. Leguminous vegetables: green bean, peas, red bean, broad bean, peak bean etc. d. Potatoes, manioc, sweet potatoes
21、etc. e. Feedings: wheat bran, bean cake, bean dregs 4.2.2 The following seeds, nursery stocks and other propagation materials are subject to quarantine approval for entry by the competent agricultural and forestry authorities of Guangxi. Plants and parts of plants, of a kind used for propagation , c
22、ultivated or natural: plants, nursery stocks (including test-tube stocks), fruits, seeds, stocks, cions, cuttings, foliages, gemmas, tuberous roots, tuberous stems, bulbs, crowns, pollen and cellular media. 4.2.3 The following products are no more subject to quarantine approval: Products of animal o
23、rigin: hides(dried or wet), tanned skins, washed feather and down, washed hair, carbonized hair; crustaceans, aquatic products, honey products, egg 10products(excluding fresh eggs), dairy products(excluding fresh milk), cooked meat(i.e. sausage, ham, canned meat, animal fat and oil refined with high
24、 temperature, etc.) Other animal products excluded from the above mentioned ones subject to quarantine approval for entry by AQSIQ should be applied to CIQ GUANGXI. 4.2.4 Application for quarantine approval should be submitted to CIQ GUANGXI at least 7 working days before shipment. The applicant (th
25、e participant or its agent) should provide a list of the exhibits for the Expo, together with necessary official documents of the Chinese government for the identification of the goods. In case the application for quarantine approval has not been submitted before shipment, a retrospective procedure
26、at the time of entry will be needed. 4.3 Verification of the Labels of prepackaged Food and Cosmetics Assigned for Sale at the Expo Prepackaged food and cosmetics assigned for sale at the Expo are subject to labeling verification before entering China. Application for labeling verification should be submitted to
