49、)。为了消除、控制或最小化紧急状况的起因和可能的影响,紧急情况下必须进行管理。一个典型的应急管理过程分为以下阶段规划、缓解、准备、响应和恢复。如图1所示(STOJMENOV等人,2005B)。图1应急管理过程图应急规划是系统分析中确定可预见紧急情况程序和准备、测试和审查为应对这些紧急情况的应急计划程序的采用和执行DAU,2001。复杂系统的规划过程涉及正常条件下的规划(战略规划);极端条件下的规划(运行规划)。战略规划定义的预防措施,它主要由物流过程(调节、保护、维护、检验、教育)进行。运行规划定义为避免紧急情况发生和发展而开展的真实活动。它是一个即时的规划,它为避免信息不健全、不具体和时间的缺乏而被提出。风险减轻包括任何实际上消除或者减少灾难发生可能性的活动。在减轻措施没有或者不能防止灾难的范围,防备活动是必需的。应急响应在按照战略计划对一个实际紧急情况和当前紧急情况发展的反应中得到体现。恢复是由运用手段重建在紧急战况时中断工作的元素的正常功能来实现的。应急管理系统是旨在紧急规划、控制和减免的管理系统。应急管理系统的主要目标是维护在紧急状况下系统管理的质量,用最小的损失(人力和物力)、最少的投资来实现预防措施和用最少的时间来实现有效的措施的标准。这些目标和标准与质量管理系统(SAVIC等人,2005)定义的颇有不同。应急管理需要与传统的管理系统颇为
