2、和世界经济增长明显减速的影响,经济运行困难明显增加,出口额降低、失业率升高、工业生产放缓、部分企业生产经营困难甚至破产等等。受影响最大的当属沿海、南方一些主要对外出口的制造企业。金融危机使得西方人的消费能力大大下降,人们减少了使用信用卡提前消费的习惯,开始进入节俭生活的时代。消费力下降,直接影响着企业的出口额,一些企业失去了大额订单,资金问题困扰着企业的生存。服务业特别是旅游业也受到了一定影响,虽然人们工作不再繁忙甚至失去了工作,从而有了充裕的闲暇时间,但金钱的匮乏使得人们宁愿呆在家中,从而使得旅游业失去了大批的国外游客。当然,原本主攻国内市场的一些企业受到金融危机的冲击还是比较小的,目前国家
3、政策的主方向就是启动内需、扩大内需,尽量把国民的消费欲望调动起来,这在很大程度上帮助了这部分企业。二、企业财务管理现状1管理层财务管理意识不强,尤其缺少财务预算意识,面对风险信心不足。金融危机的冲击要求各企业尤其应做好财务管理,这对于国内企业来说是一种挑战。相对于西方国家来说,中国市场经济起步较晚,发展的还不是很完善,再加上受传统思想的影响,国内的企业领导层不太重视财务管理,尤其是预算管理。以收定支是各企业特别是中小企业的一贯模式。金融危机的爆发使得对外出口企2业的收入急剧下滑,账款收不回来,现金流断裂,面对这些问题,大多数企业采取的是裁员甚至关门,而对于如何拯救企业信心不足。2多数企业没有风
4、险预警系统。正由于财务预算做的不到位,风险预警就更谈不上了。企业的经营过程中会面临很多风险,比如政策风险、环境风险、市场风险、安全风险和财务风险等,完善的风险预警系统能够及时发现风险,并反馈给管理层以作出决策,避免或减少不必要的损失。对于财务风险,财务人员可根据预警模型利用搜索的数据,检测到可能面临的现金流方面的风险,就应把信息及时传递给管理层,以作出改变营销策略、加速回收账款等策略。金融危机的爆发虽然危害多多,但也起到了一定的检测作用,对于那些迅速破产消失的企业,财务管理不善是主要原因之一。3融资渠道狭窄,投资盲目、不科学。资本市场还不够发达,企业筹资手段比较单一,大型企业主要靠发行股票募集
5、资金,而股票上市要经过政府批准,要经过地方政府、中央主管部门、证监委、证券委和证交所上市委员会等层层审批,关卡较多,使得融资不及时。所以,很多企业特别是中小企业首选金融机构的贷款,有的不惜从地下钱庄贷高利贷,100万的贷款一年就有60多万的利息,成本高,风险也大。在筹资时较少考虑资本结构和财务风险等,也是目前很多企业的通病。有些上市公司无视很高的负债比率,甚至更有些上市公司纯粹是为了圈钱而筹资,筹到的资金进行衍生金融工具的投机行为,赚了是公司的,赔了是股东的,很少考虑企业价值或股东价值最大化。在利润分配方面,由于我国企业为了长期稳定地发展,一般较注重积累,而不倾向于导致企业现金流出的现金股利分
6、配方式,较注重企业的经营成果,即利润指标,而对股价关心较少,从而在收益分配上与国际惯例差距较大。与国际上广泛采用的股利政策相比,我国上市公司较少分配现金股利,而以配股或送红股居多,这不利于私有资金的募集。在投资方面,多数企业没有经过严谨的科学分析与判断,尤其是一些国有企业不顾自身的能力和发展目标,热衷于铺新摊子,盲目投资,造成严重损失,更有甚者,把大量资金赌注在复杂衍生金融工具上,最终造成公司的巨额亏损。4流动资金管理不当,创新能力较低。企业在流动资金等方面的管理也存在很多问题,为了获得大额订单,增加销售额,而不顾购买方的信用状况,进行大量赊销,使得应收账款居高不下。资金回笼慢,降低了资金的流
7、动性,影响了企业的正常业务,使企业处于被动状态。企业创新能力低主要表现在经营策略陈旧、产品种类单一、产品设计单调、应收账款回收方式单一(只等着企业归还或加紧催收,而不敢轻易卖给银行)等,从而使得企业竞争力减弱,陷入财务困难的境地。3三、金融危机下财务管理策略1增强财务管理意识,备足信心应对金融危机。不断发展完善的市场经济要求企业的财务管理跟上步伐,管理层应从观念上改变以收定支的思路,充分认识到财务管理的作用。管理层认识到了财务管理的作用,可以派财务人员到其他企业学习借鉴宝贵丰富的经验,以减少摸索的时间,减少企业成本。当然,面对金融危机,作为企业的决策者还必须要有足够的信心,去解决困难。领导者坚
8、定的信心才能聚集人气,提高士气,共同挺过困难时期。2加强财务风险预警系统建设,提高管理层的决策能力。财务风险分析和预测是企业控制未来财务风险的重要方法,也是企业进行经营决策的重要依据。准确把握宏观经济形势和市场发展变化,高度关注宏观经济运行信息及重要指标,通过分析判断后,调整企业自身各项财务指标及目标,对企业未来财务活动和财务成果作出科学预测,以避免不恰当的投资实施。加强经济、财务、市场、政策等信息体系建设,强化财务风险分析和预测与企业发展战略的相互衔接,合理运用财务风险分析和预测方法,以提高企业财务管理水平,提升企业管理层的决策能力。3尽量使筹资多样化,充分利用国家的优惠政策,科学投资,强化
9、管理,降低成本费用。在做筹资决策时,应研究对比各方案,充分考虑资本结构和财务风险。在目前上市条件苛刻,审批严格的情况下,大型企业可以采取私募资金的方式进行融资,当然,这种方式要求企业有很高的信誉。对于中小企业,可以时刻关注国家的优惠政策,尽管4万亿的国家投资主要用在了基础建设上,但下一步国家政策会偏向于中小型民企,民营企业对解决就业,促进经济发展有着不可估量的作用。企业投资应充分考察市场发展变化,对各投资方案进行分析,以求投资于有市场潜力的实体经济或前景良好的股市等。市场需求萎缩,企业面临销售业绩下滑、成本费用上升、盈利能力下降等多重困难,严格控制企业成本,是企业应对国际金融危机冲击的重要举措
10、。进一步优化业务和管理流程,推行全面预算管理,强化各项预算定额和费用标准的约束力。降低成本费用需要在各个环节进行落实,经营环节重点在于加强对原材料的采购和使用,妥善处理集中采购与分散采购的关系,努力把原材料成本控制在预算范围内;筹资环节主要研究资金成本的降低,尽量采用财务费用较少且风险较低的筹资方式;投资阶段尽量避免错误决策带来的损失。4加强现金流管理,提高企业的创新能力。稳定充足的现金流,是企业应对危机、稳健经营、健康发展的重要保证。全面树立以资金管理为主导的企业财务管理理念,强化现金流管理意识,重视企业现金流管理是非常重要的。缩短资4金循环周期,防范资金风险,严格控制现金流出,健全企业现金
11、流管理制度,建立有效的管理信息系统,进一步改进和加强对现金流的动态监控,确保企业资金链正常。提高创新力是使企业立于不败之地的良策,准确把握产品市场发展态势,加强市场形势预测,科学合理组织生产,适时调整产品结构,进行产品创新,优化配置,整合资源,把没有效率和竞争力差的业务去掉,以增强企业整体竞争力。充分发挥网络营销优势,拓展国际国内营销区域,提高营销速度,不断提高产品市场占有率。面对全球性的金融危机,企业必须认识到财务管理对企业生存和发展的重要性,积极采取应对措施,调整发展战略,改善经营管理,通过加强成本控制、现金流管理、筹资投资管理、财务风险预测等一系列的管理活动,有效地解决金融危机环境中企业
