6、出口竞争力的政策。政策的重点措施包括鼓励皮革生产企业从生产原料皮转换为制造成品皮。小规模皮革作坊实行订单制度。皮革成品生产企业自有进口皮革原料皮、半成品和制成品。政府撤销出口皮革原料皮、半成品皮革、皮革产品职责。在第十个计划中,印度政府拨款2450万美元在加尔各答、班加罗尔等地建设皮革公园。商务部也支持在个人制造单位建立“设计中心”。印度皮革产品主要出口目的地是德国、英国、美国、意大利、香港、西班牙和法国。在所有影响出口国选择条件中,有利的出口条件是其中最重要的因素之一,83的被访公司都认同了这一因素的重要性。国外和国内的贸易展览会成为认知进口国公司喜好的主要来源。策略建议对于出口而言,皮革和

7、技术的质量起着极其重要的作用。政府必须发挥自己在政策和管理问题上的政治职能,如利率、关税、人力培训等,以确保皮革出口商4做好准备面对国际竞争。另外,印度政府应该加大科技研发力度,投入更多的人力、物力、财力,为皮革企业创造良好的技术环境,帮助企业完成皮革产品的技术革新。政府也必须紧密地联系皮革生产企业,与企业合作共同解决皮革行业落后的基础设施问题,出台有关政策解决水污染。皮革出口理事会,作为印度皮革出口商与全世界卖家之间的一座桥梁,应该在印度开放更多的培训和设计中心与专业生产中心,更加重视对经营者和监管者进行技术培训。同时,行业协会和出口促进机构应当在印度和国外组织更多的买卖双方见面会、皮革贸易
