6、14 and Reg.III/20 of SOLAS 1974 and MSC Circular 850.2. 三副或船长指派的驾驶员应负责保管本计划,以便供主管当局检查。The 3/O or deck officer assigned by the master takes full responsibility of keeping the plan readily available for authority inspection.3. 三副或船长指派的驾驶员应负责本计划所描述的按时逐项检查 LSA 及 FFA的状况与功能，但有些项目涉及机器操作，则应随同三管轮或轮机长指派的轮机员一齐

13、措施的有效性。为此，应符合下列功能要求：The purpose of this regulation is to maintain and monitor the effectiveness of the fire safety measures the ship is provided with. For this purpose, the following functional requirements shall be met:.1 防火系统及灭火系统及其装置应进行维护保养，保持完好并随时可用;Fire protection systems and fire-fighting syst
14、ems and appliances shall be maintained ready for use; .2 防火系统及灭火系统和装置应予适当测试、检查。Fire protection systems and fire-fighting systems and appliances shall be properly tested and inspected. 2 一般要求General requirements船舶在营运期间的任何时候，应符合第 1.1 款的要求。船舶非营运期间系指：At all times while the ship is in service, the requir
15、ements of paragraph 1.1 shall be complied with. 24、l readiness, maintenance and inspections1 本规则适用于所有船舶。1986 年 7 月 1 日前制造的船舶，应尽实际可能符 合本规则 3 和 6.2 的要求This regulation applies to all ships. The requirements of paragraphs 3 and 6.2 shall be complied with, as far as is practicable, on ships constructed before 1 July 1986.2 操作准备Operational readiness在船舶离港前
25、及整个航程中的任何时候，所有救生设备应处于良好工作状态并立即可用。Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use.3 维护保养Maintenance应备有符合规则 36 规定的船上救生设备维护保养须知, 并相应地进行维 护保养。Instructions for on-board maintenance of life-saving appliances c
26、omplying with the requirements of regulation 36 shall be provided and maintenance shall be carried out accordingly.主管机关The Administration may accept, in lieu of the instructions required by paragraph 3.1, a shipboard planned maintenances programme which includes the requirements of regulation 36.4 吊
27、艇索的保养Maintenance of falls4.1 降落所用的吊艇索由于变质而需要换新或不超过 5 年的时间间隔（取较早者） ，均予以换新。Falls used in launching shall be renewed when necessary due to deterioration of the falls or at intervals of not more than five years, whichever is the earlier.4.2 主管机关可接受上述 4.1 要求的“两端调头”的替代方式，定期检查吊艇索，任何时候由于变质需要换新或不超过 4 年的时间间隔（

29、hichever one is earlier.5 备件与修理设备Spares and repair equipment救生设备及其易损坏或易消耗而需要定期更换的部件，应配有备件及修理设备。Spares and repair equipment shall be provided for life-saving appliances and their components which are subject to excessive wear or consumption and need to be replaced regularly.6 每周检查Weekly inspection每周应
30、进行下列试验和检查：The following tests and inspections shall carried out weekly:.1 所有救生艇筏、救助艇及降落设备应进行目视检查，以确保其立即可用；All survival craft, rescue boats and launching appliances shall be visually inspected to ensure that they are ready for use;.2 只要周围环境温度高于启动和运转发动机所要求的最低温度，所有救生艇和救助艇的发动机均应进行不少于 3 分钟的运转试验。运转期间，应证实齿
31、轮箱和齿轮箱传动系统运行正常。如安装在救助艇上的舷外发动机由于其特殊性在螺旋桨没有浸没的情况下不允许运转 3 分钟，则其运转应按照制造商的手册规定的时间运转。特殊情况下，对于 1986 年 7 月 1 日以前建造的船舶，主管机关可免除此要求；All engines in lifeboats and rescue boats shall be run for a total period of not less than 3 min provided the ambient temperature is above the minimum temperature required for sta
32、rting and running the engine. During this period of time, it should be demonstrated that the gear box and gear box train are engaging satisfactorily. If the special characteristics of an outboard motor fitted to a rescue boat would not allow it to be run other than with its propeller submerged for a

36、scue boats are to be subject to a thorough examination, annually during the safety equipment survey. After the thorough examination, a dynamic winch brake test, with the survival craft or rescue boat empty(without person onboard)is to be performed, a class surveyor is to witness the examination and
37、brake test.5 救生艇负荷释放装置在安全设备年度检验期间，要进行彻底检查，验船师在现场要进行操作试验。Lifeboat on-load release gear is to be subject to a thorough examination, annually during the safety equipment survey. After the examination, the lifeboat on-load release gear is to be operationally tested with class surveyor in witness.6 通用应急报
38、警系统应进行试验。The general emergency alarm system shall be tested.7 月度检查Monthly inspections月度检查应使用规则 36.1 规定的检查表，检查救生设备包括救生艇装备，以确保其完整无缺并处于良好状态。 检查报告应记入航海日志Inspection of the life-saving appliances, including lifeboat equipment, shall be carried out monthly using the checklist required by regulation 36.1 to
39、 ensure that they are complete and in good order. A report of the inspection shall be entered in the log-book.8 气胀式救生筏、气胀式救生衣、海上撤离系统与充气式救助艇的检修Servicing of inflatable liferafts, inflatable lifejackets, marine evacuation systems, and inflated rescue boats.8.1 每一气胀式救生筏、气胀式救生衣、海上撤离系统应予以检修：Every inflatable liferaft, inflatable lifejacket, and marine evacuation system shall be serviced:.1 间隔不超过 12 个月，任何情况下如不切实际，主观机关可展期到 17 个月；At intervals not exceeding 12 months, provided where in any case this is impract
