1、Annex 2 Facilitation Measures of the Customs for the First China International Import Expo of 2018 To support the first China International Import Expo of 2018 and serve the national strategies of the “Belt and Road” initiative and further opening-up, the Customs rolls out facilitation measures as f
2、ollows: I. To formulate tailored guidelines on Customs clearance for the import expo. It develops and publishes the Customs Clearance Notice for the First China International Import Expo of 2018, The Prohibition List for Inspection and Quarantine during the First China International Import Expo of 2
3、018 and The Restriction List for Inspection and Quarantine during the First China International Import Expo of 2018 in order to provide detailed guidelines for overseas exhibitors. II. To rely on the information management system and provide services for the whole process. The import expo informatio
4、n is put on records once and for all through the “Single Window” and “Internet Plus Customs”, and services of exhibits registration, Customs clearance, supervision during exhibition, and re-conciliation of exhibits are provided for the import expo. III. To dispatch personnel to the site and provide
5、consulting services. During the import expo, the Customs will send staff to the One-Stop Service Center of the National Exhibition and Convention Center (Shanghai) to provide relevant consulting services. IV. The organizer will furnish general security to reduce the burden on overseas exhibitors. Th
6、e National Exhibition and Convention Center (Shanghai) Co., Ltd. will provide the general guarantee for duty and tax payable and present Shanghai Customs with the bank guarantee for the temporary exhibits at the import expo. Overseas exhibitor or its entrusted home-field transportation service provi
7、der submits to the Customs with the Certification for Import Goods for the First China International Import Expo of 2018 and the List of Import Goods for the First China International Import Expo of 2018 issued by the NECC, instead of guarantee for each transaction. V. To authorize administrative ap
8、proval items so that the enterprise can handle formalities in the nearest Customs. For the inbound animals and plants and related products that require administrative approval items involving inspection and quarantine , Shanghai Customs and related Customs are authorized to handle formalities in the
9、 nearest locality. VI. To set up a special channel to give priority to the handling of formalities. VIP channels, special channels and windows for inbound exhibits will be set up at the major ports for the import expo. Priority will be given to the handling of Customs procedures such as declaration,
10、 inspection, sampling and testing, and release upon the completion of inspection will be conducted. VII. To extend the temporary entry period of the exhibits under the ATA Carnet and allow for the extension of re-exportation. The period for the first temporary entry of exhibits under the ATA Carnet
11、is extended to one year instead of the current 6 months. VIII. To strengthen access negotiations and expand the categories of imported exhibits. Quarantine access negotiations with participating countries or regions will be strengthened, the progress of risk assessment sped up, support provided for
12、the participation of agricultural and livestock products with acceptable risk levels to realize the trade with China, and the categories of imported exhibits expanded. IX. To simplify the verification procedures to facilitate the entry of special articles. The special articles (biological products)
13、for self-use and only for prevention or treatment of diseases brought by participants in the import expo will be released with a doctors prescription or hospitals relevant certificates. The allowable amount is limited to that for one course of treatment according to the prescription or instruction.
14、Inbound special articles (biological products) for the expo will be reviewed by Shanghai Customs as the product information is automatically checked in the special article review system. X. To simplify the participation procedures and exempt from checking food labels. Food and agricultural products
15、with quarantine requirements stated in the Restriction List for Inspection and Quarantine during the First China International Import Expo (CIIE) of 2018 yet with no access can be exhibited in the expo after they are confirmed as free of the risk in transmitting epidemic diseases through risk assess
16、ment. Pre-packaged food that will be tasted and distributed during the import expo may be exempted from labeling in Chinese when overseas exhibitors provide a uniform logo. For pre-packaged food that is exempt from labeling in Chinese, notes on name, shelf life, taboo, and direction/usage should be
17、listed in Chinese next to the exhibits. XI. To simplify quarantine procedures to facilitate the release of companion animals. During the import expo, participants can each bring one companion animal (a dog or a cat) into the country. The animals from non-rabies countries or regions with the bill of
18、health, vaccination certificate and electronic chip can be directly released without isolation and quarantine by the customs upon on-site quarantine inspection. If there is no vaccination certificate, the carrier may submit the application and the customs may release the animal after inoculated. The
19、 animals from rabies-prevalent countries or regions with the bill of health, vaccination certificate, electronic chip, and the rabies antibody test report (with a titer greater than 0.5 IU/ml) issued by the lab accredited by Wo rld Organization for Animal Health can be directly released without isol
20、ation and quarantine by the customs upon on-site quarantine inspection. XII. To simplify the export procedures and facilitate the disposal of exhibits after the expo. After the import expo, temporarily imported exhibits (excluding temporary import under the ATA Carnet) being transported into the Cus
21、toms special supervision area and bonded supervision site (exhibited autos shall be transported into the Customs special supervision area and bonded supervision site entitled of bonded warehousing business), the temporary import declaration shall be reconciled subsequent to relevant Customs formalit
22、ies. XIII. To support bonded exhibition and trade, and expand the scope of application. The bonded exhibition and trade of the CIIE refers to those activities in the permanent halls of the CIIE, other than the Regional Center by enterprises registered in the Customs special supervision area or bonded logistics center (Type B) (hereinafter referred to as the “Regional Center”) after the guarantee for such bonded cargoes is submitted. During the CIIE, the bonded warehouse approved by the Customs can be treated as Regional Center doing bonded exhibition and trade business.
