1、殷恒民大使在南极条约生效 50 周年纪念会上的发言阁下,女士们、先生们:今年是南极条约生效 50 周年。我非常荣幸能在这里与新老朋友一起,回顾历史,展望未来。首先,我谨对这次庆祝活动的举行表示热烈祝贺,对阿根廷政府和南极条约秘书处所作的精心安排表示由衷感谢。50 年来, 南极条约已发展成为涵盖环境保护、海洋生物资源养护等方面的体系,南极科研蓬勃发展,南极海洋生物资源利用井然有序,南极条约体系取得巨大成功。我们认为南极条约体系取得成功最为重要的因素是合作与协商精神。正是基于这种精神, 南极条约得以缔结,领土主张引发的争议得以创造性地搁置,南极紧张局势得以缓解,南极仅用于和平目的、南极科考自由、条
2、约协商国集体决策等原则得以确立,南极地区合作之路得以铺就。南极条约体系的发展,缔约国的增加、缔约国与非缔约国理解的增加,无不体现了合作与协商的精神。条约为南极地区的和平、稳定与环境保护做出了显著贡献,树立了国际合作的成功典范。当前,南极地区仍面临严峻挑战。气候变化和其他全球性环境问题对南极的影响日益严重。南极旅游和环境保护对南极条约协商国的智慧构成新的考验。大部分南极问题都具有全球性,没有任何国家可独自解决。这就需要所有相关国家共同努力,重视科学研究的基础作用,加强科学界的合作以及科学家与决策者之间的互动,加强在南极条约体系、 联合国海洋法公约、国际海事公约等框架内的合作。为了共同的利益,展现
3、政治智慧,做出必要妥协。中国将一如既往地与世界各国的科学家和决策者共同努力,为南极的和平、稳定和可持续发展做出贡献。(Translation )Statement of His Excellency Ambassador Yin Hengmin at the Commemorating Meeting of the 50th Anniversary of the Entry into Force of the Antarctic TreatyYour Excellences,Ladies and gentlemen,This year marks the 50th anniversary of
4、 the entry into force of the Antarctic Treaty. I am very honored to be here, with friends old and new, to look back at the history and forward to the future. First, I would like to extend my warm congratulations to the ceremony and my heartfelt thanks to the thoughtful arrangements by the Government
5、 of Argentina and the Secretariat of the Antarctic Treaty.Over the past 50 years, the Antarctic Treaty has developed into a system covering environmental protection, marine living resources and other relevant aspects. The scientific research in the Antarctic is booming. The utilization of Antarctic
6、marine living resources is in good order. The Antarctic Treaty system has achieved tremendous success. We regard cooperation and consultation as the most important element for the success of the Antarctic Treaty system. It is with the spirit of cooperation and consultation that the Antarctic Treaty
7、was concluded, laying aside disputes arising from territorial claims in a creative way, relieving the tension in the Antarctic, and establishing the important principles, i.e. the Antarctic can only be used for peaceful purposes; states enjoy the freedom of scientific research in the Antarctic; the
8、consultative parties shall make decisions by consensus and so on. All these pave the way for further cooperation in the Antarctic. This spirit has been embodied in the development of the Antarctic Treaty system, the increase of the number of Treaty parties and the enhanced understanding between part
9、ies and non-parties. The Treaty has significantly contributed to the peace, stability and environmental protection of the Antarctic region, and set a successful example of international cooperations.Currently, the Antarctic region is still facing serious challenges. Climate change and other global e
10、nvironmental problems pose increasingly severe impacts on the region. Antarctic tourism and environmental protection bring new tests for the wisdom of the Antarctic Treaty Consultative Parties. Most of Antarctic issues are of global nature. No single state could address them alone. All relevant stat
11、es should put joint efforts to stress the fundamental role of scientific research and to improve the cooperation among scientists and to strengthen the interaction between scientists and policy makers. Cooperation should be enhanced within the frameworks of the Antarctic Treaty system, the United Na
12、tions Convention on the Law of the Sea and international maritime conventions, etc. Political wisdom should be exerted and necessary compromise should be made for common interests. China will continue, as always, to work together with scientists and policy makers from all over the world, and contribute to the peace, stability and sustainable development of the Antarctic region.
