2、置需要适应产业结构的变化,但往往滞后于产业结构的调整。全面审视辽宁省人才配置存在的问题,探讨两类结构更加匹配的体制和政策路径,为辽宁省乃至全国的人才配置结构调整提供参考。本文首先介绍了选择东北三省之一的辽宁省产业结构和人才配置结构这一研究问题的研究背景和主要意义,对国内外相关研究成果进行了梳理和评述,介绍了本文中运用的研究方法和内容,简明扼要地列出了本文的技术路线和研究思路,明确了本文的创新之处,为本文的总体研究做好理论准备。以此为基础,本文针对产业结构和人才配置结构研究的理论基础进行总结和阐述,为深入研究辽宁省产业结构调整下的人才配置结构的相关性和协调性奠定了坚实的理论基础和支撑。在理论阐述
3、的基础上,本文首先运用全国 31 个省份 2010-2014 年的面板数据为基础,对产业结构升级系数与人才集聚度进行空间计量分析,认为产业结构与人才集聚度存在显著的空间相关性,局域聚集也较为显著。再以辽宁省的数据为例,利用就业结构与产业结构的协调系数、结构偏离度、就业弹性和比较劳动生产率四个指标进行探讨,认为辽宁省人才配置结构与产业结构存在一定偏离,并分析了存在这种偏离的原因。接下来,利用调查研究,建立评价指标和适配性矩阵,具体探究了辽宁省人才配置不适应产业结构调整的具体行业。在之后的研究中,对影响这两种结构协调性的因素进行了分析,指出产业结构本身、劳动力市场、教育体制、人才发展环境和人才激励
4、机制因素都对人才配置结构有一定的影响,并给出了具有可操作性的政策建议,能够全面地审视辽宁省的人才配置存在的问题,为辽宁省乃至全国的人才配置结构调整提供参考。2论文摘要(英文)The rational allocation of talent resources is the overall requirement for the implementation of the strategy of strong talents and the construction of a well-off society in an all-round way. With the optimization
5、 and upgrading of the industrial structure, how to adjust the talent allocation and how to achieve a better fit between the talent allocation and the industrial structure is also an important symbol of the healthy development of the modern economy. How to grasp and apply the interaction law between
6、talent structure and industrial structure adjustment has attracted widespread attention at both theoretical and practical levels. Seize the two main lines of talent and industry, and discuss the optimization and adjustment of talent allocation structure, it is necessary and urgent to build talent re
7、sources in the new situation.Talent allocation needs to adapt to the changes of industrial structure, but it often lags behind the adjustment of industrial structure. A comprehensive examination of the existing problems in the allocation of talents in Liaoning province and a discussion of the instit

Based on this, this paper summarizes and expounds the theoretical basis of the research on industrial structure and talent allocation structure, and lays a solid theoret
11、ical foundation and support for the in-depth study of the relevance and coordination of talent allocation structure under the adjustment of industrial structure in Liaoning province.On the basis of the theoretical explanation, this paper first uses the panel data of 31 provinces in the country from
12、2010 to 2014 to analyze the spatial measurement of the industrial structure upgrade coefficient and talent concentration, and believes that there is a significant spatial correlation between the industrial structure and talent concentration. Local aggregation is also more significant. Taking Liaonin
13、g provinces data as an example, this paper makes use of the four indicators of the coordination coefficient between employment structure and industrial structure, the degree of structural deviation, the flexibility of employment, and the comparison of labor productivity, and considers that there is
14、a certain deviation between the talent allocation structure and the industrial structure in Liaoning province. The reasons for this deviation are 3analyzed.Next, by means of investigation and study, the author establishes evaluation index and fitness Matrix, and probes into the specific industries i
15、n Liaoning province where talent allocation does not adapt to the adjustment of industrial structure. In the subsequent study, the factors that affect the coordination of these two structures were analyzed, and it was pointed out that the industrial structure itself, the labor market, the education
16、system, the talent development environment, and the talent incentive mechanism factors all have a certain influence on the talent allocation structure. The paper also gives some feasible policy suggestions, which can comprehensively examine the existing problems of talent allocation in Liaoning prov
